Error 1219 in event log - unable to log in

My terminal servers will not allow users to log in.
Administrator can.

From a terminal, I get:
Logon Message
The system can not log you on. Access is denied.

From the console, I get:
Windows cannot log you on because the profile cannot be
loaded.

In the event log, I see event ID 1219, source Winlogon.
Login rejected for Domain\user. Unable to obtain Terminal
Server User Configuration. Error: Access is denied.

Any help would be appreciated. Thanks in advance!
