error 1055 the service database is locked

When I try to use Disk Management I get a blank screen (on the right side)
and below is this message: Failed connection to Disk Manager Service. When
I go check in Services, I see that Logical Disk Manager is started, but
Logical Disk Manager Administrative Service is stopped (and set to Manual).

When I try to start Logical Disk Manager Administrative Service , I get the
1055 error message, that the "service database is locked". i reset it to
Automatic but that didn't change anything.

I haven't been able to find a solution to this. The hard drive in question
(C:) is FAT32, and I suspect this situation has been like this for a while,
so I don't know what I could have done to trigger the problem.

Can someone help with this?

*** Might be normal and expected.

i reset it to
Automatic but that didn't change anything.
*** It needs to be set to 'Manual' startup.

*** After changing the settings back, restart the machine and try again.
Then check the system event log. When you view the logged events in Event
Viewer (double-click them in the right-hand pane) in the upper right corner,
third button down is a copy to clipboard, then you can paste in the body of
a reply message.
