Error 0xC000007A in W2K SP4

"Cannot load dialog Error 0xC000007A".

Microsoft's Knowledge Base Article 824301 shows
that MS is aware of the issue.

I have read the KB article and the fix is not available.
I can't access one of my services that uses a RAS
script.

The article suggest waiting for the next service pack.
How about releasing the hot fix?
