Error 0x800ccc33 when using hotmail with outlook

I'm trying to set up outlook 2003 so that I can access my
hotmail account through outlook.
I've entered all my user info and so forth, but when I
hit send/receive it comes up with an error message:

Task 'Hotmail: Folder: Inbox Synchronizing headers.'
reported error (0x800CCC33).'
Access to the account was denied. Verify that your
username and password are correct.

I have changed my cookie settings to allow hotmail.com
and msn.com, triple checked my password, username, not
checked the SPA box and still it wont syn.

Furthermore, I've set up Outlook so that I get my outlook
Express mail thru Outlook 2003, which is working OK,
except that it doesn't show my previous messages in the
inbox. Any suggestions?
