Error: "0x7c91519d ref memory; 0x0008000c memory could not be rea

Prior to this message appearing at shutdown, my IE7 began to malfunction.
Upon entering websites in address bar, nothing would happen. I have the
Google toolbar and that let me use the address there.
When I re-booted the laptop, the above message appeared and appears each
time I re-boot. I have a home network using wireless connection to desktop. I
had 2 issues of a similar problem in the past where I had to return the
laptop to have everything re-installed because eventually it spread to at
startup it froze at memory 386 or something like that. I am certain this is a
software issue but can't find any similar posts of this nature.

1) Reload the TCP/IP protocol
Network conections - right click on a connection - click PROPERTIES - click INSTALL - select PROTOCOL - click ADD - click HAVE DISK - set location to c:\windows\inf - click OK select Microsoft - select Internet Protocol (TCP/IP)and click OK - restart computer.
2) Reset WINSOCK
at command prompt type - NETSH WINSOCK RESET - ENTER
3) Flush the DNS cache
at command prompt type - IPCONFIG /FLUSHDNS - ENTER

This should fix the problem
