Envelope opens and the message will not send.

I have Windows XP, using Office 2003, Outlook. When I create a message,
sometimes when I click "send/receive" the envelope opens and will not send.
I have to copy/paste creating a new email with the email address, subject etc
and then it will go. Does anyone have a solution for this problem?
