"Entry point not found" - PC won't load windows

I get the following messages when I turn on my pc:

1 - winlogon.exe - Entry point not found... The procedure entry point AssocIsDangerous could not be located in the dynamic link library SHLWAPI.dll

When I click 'OK' I get this message:

2 - user interface failure - The logon user interface DLL msgina.dll failed to load. Contact system administrator to replace the DLL
The only option I'm given here is to 'Restart'

I called emachines and they were no help.

What else can I do?
