encryption

hello guys,
i am really surprised with what windowsxp and windows
2000 doing with me, i ahve encrypted my some important
images with XP encrypt this folder and sub folders
option, after that i got windows croupt some other time
and i reinstall it, then i try to decryot it but access
dneied messge, i make a recovery agent certificate with
cipher command and put in trusted certificates folder,
now recovery agent is administrator, but nothing happend,
same messge same problem, when i click advanced there i
can add the administrator but there is the other user
name is added and add option is dimmed (folder
properties...advanced...encrypt/compress
option...advance ) then i install windows 2000 as there
is default recovery agent (administrator) but even there
same problem, i cant decrypt my files as only folder
decrypted (folder decrypted new files added to folder
will not encrypt) please solve my problem, tell me the
way step by step way that i can access my files thank you

You are trying to create your recovery agents AFTER the files were
encrypted? That won't work... that wouldn't be very secure at all (it would
defeat the purpose of encryption if someone could just load it into another
computer and create a new recovery agent.

If you didn't back up your certificates, and you have trashed the original
Windows installation + the files that go with it, then your encrypted files
cannot be accessed. Sorry.
