Encrypted files

How can I stop Windows XP Media Center Edition from marking files I create as
being encrypted when I did not intend to do so. I have one encrypted folder on
the G: drive, but I find that all shortcuts I create on the desktop, and
downloaded files are encrypted regardless of where they are stored. Most
others are not, but today I noticed files "saved as" in WordPerfect ate
encrypted. What is going on?
