Enabling strong passwords

I have enabled Strong passwords on all domains in a
forest. This is working for all Child domains. The
parent domain it doesn't work. Any ideas to get this to
work if it is enabled in the domain policy?

Check that the default domain GPO is linked to the domain container and that
the policy is indeed enabled at the domain level. If there is more than one
GPO in the domain container, the one at the top is applied last and has
priority. Also make sure that "block inheritance" is not configured on the
domain controller container. It may also help to run dcdiag on the domain
controllers looking for any failed tests, but I would check the other stuff
