To Enable or Disable the CTRL+ALT+DELETE Sequence
Click Start, click Control Panel, and then click User
Accounts.
Click the Advanced tab.
In the Secure logon section, select or clear the Require
users to press Ctrl+Alt+Delete check box.

Except there is no "Advanced tab"

Is there a command line tool to do this?

Control Userpasswords2 brings up the older Win2K style user manager. That's
where you find the Advanced tab. The reference to it in Help and Support is
incorrect, in that it tells you to go to User Accounts.
