Enable Compatibility Mode with Windows 2000 SP4

I am trying to get an MS-DOS based program working on a
Windows 2000 SP4 system. The program was working until I
upgraded to SP4. On SP3, I was able to activate the
compatibility mode by accessing the properties of the
shortcut on my desktop. But, on SP4, I do not have the
compatibility tab on the properties sheet of my shortcut.
I referred to the Microsoft Knowledge Base Article #279792
for information but the article pertains to Windows 2000
SP2 and SP3. I went ahead and followed the instructions
of the article anyway and found the registry key, string
value, and binary value of the registry to be the same as
that indicated in the article. Performing the regsvr32
slayerui.dll command activated the service but I still did
not have the compatibility tab on the properties sheet of
my shortcut.
