Empty Folder Command

Using: Outlook 2000 & 2003 with Exchange server 2000.

How would I go about adding an "empty ____ folder" command to the right
click context menu of a new folder (a la the Deleted Items Folder?) I have
several users that keep deleting their junk email folders. My junk email
folder in 2003 has this function; the 2000 clients do not. I'd like to be
able to do this with any folder in any case, but that is the primary reason.

If you're not connected to Exchange, Outlook 2000 doesn't HAVE a Junk E-mail
folder, unless you have a third-party add-in that makes one. If you are, I
didn't think Exchange would let you delete it.
