embedding html newsletter to body of e-mail

I am using Dreamweaver 8 and designing a newsletter with links. I am saving
it as a .html file.

I am going into Outlook 2007 and trying to e-mail it. I can only get it to
send as a link and I don’t want that. I want it to be embedded in the body of
the e-mail.

Can you point me in the direction that I can get this done?
