email send/receive error message

microsoft outlook email is not updating. i am getting this error message. any ideas on how to fix? "sending and receiving reported error (0x80042108): outlook is unable to connect to your incoming (POP3) e-mail server. if you continue to receive this message contact your server administrator or ISP.

i had/have same problem
i couldn't run (still cant) POP3 account with recent SP3 on 1 PC with WIN98SE
but, on another PC with W2K is RUNNING without problems..
im not sure if this is the solution (to change OS)
