Email disappearing

I have an Outlook 2003 client hooked up to an Exchange 2003 server,
using cached mode. I'm experiencing a bizarre behavior that I am unable
to fix.

Basically, my email folders aren't getting the mail that is on the
server. If I run OWA, I see emails that aren't in Outlook. Checking the
Sync properties for the folder, it tells me that my offline folder has
about half as many mail items as my Exchange folder.

Here's the really strange part. If I clear the offline folder and
resync, all messages from Exchange are brought into Outlook ... and then
a bunch of them disappear, as I'm looking at the list of email. It's
truly a strange feature and I'm not sure what to do. I've tried
rebuilding my OST file, but that doesn't work.

Any thoughts on this issue? It's happening on both my laptop and desktop
machines.
