Email Attachment - Format Changed

I have a problem in using Outlook 2003.

When I send an plain-text-type or HTML-typed email with a plain-text-type
email as attachment to someone (including myself). The attached email is
converted in HTML format.

All recipients are using Outlook 2003 SP 2 with all available updates.

Is this an intended behavior?

Nope, you might want to check 3rd party add-ins, mail scanning products or
your mailserver configuration.
