editing user accounts

Hello,
Ill be brief, my problem is that when I go to:

Start > Control Panel > User Accounts

I cant change an account, create a new account or change my picture.
Whenever I click on one of those tasks nothing happens. I am using an
administrator account, and ive done this before, but still when I click on
one of the tasks, nothing happens. Ive tried using a different admin account
and I still cant do anything. Has anyone else had this problem, does anyone
know what the problem is? Does anyone know how I can resolve the problem?

Thank you for your advice, but I was really looking for an answer to why I
couldnt do it the normal was and a solution which enabled me to do it the
normal way.

Please can someone help me! I want to know why I cant go:

I dont want to know alternate methods of doing it, I want to know why I cant
do it this way.

We can't help you because we don't know enough about your machine to
give you a specific answer.

1. What changed between the time things worked and the time they didn't?
If the change was very recently, try doing a System Restore to when
things work. Start>Programs>Accessories>System Tools>System Restore and
then "restore my computer to an earlier time".

2. What is the virus/malware status of the machine? Make sure it is
clean: http://www.elephantboycomputers.com/page2.html#Removing_Malware

3. What version of XP - Home or Pro - and Service Pack level? Standalone
home machine or domain-enabled work computer?
