Editing the Registry is prohibited by the Administrator

One of the applications which used to run OK, since recently on start
generate a message saying that Editing the Registry is prohibited by the
Administrator.

This is a stand alone computer with no connection to Internet or any other
computer and nobody who uses the computer does not even know how to prohibit
Editing the Registry

What might be a problem and how to put it right?
How do I un-prohibit Editing the Registry?

Like I said, nobody did it knowingly - do you think the settings might be
changed accidentally?

Nobody may ever know how this may have happened. It seems to be a common
occurrence though.
