Editing sent messages - inconsistent

I frequently send messages out with documents attached for a vote (using the
voting buttons). When I receive comments back from my users, I edit the
original sent message with their comments.

With most messages I am able to directly edit my original sent message. I
paste their comment in and notate COMMENT: at the beginning in bold red and
insert their name after the comment in bold blue.
With some messages, I must use the "Edit / Edit Message" route to edit and
then all I can do is add text, I can not control fonts/colors/bold.

Is there a setting or option that is set somehow that determines if my
original email is editable?
Possibly the way I create the message has something to do with it? I
sometimes begin the message from MS Word and use the "Send as attachment"
button. Other times I will start from Outlook and drag/drop the document in.

The determining factor is the message format -- whether it's HTML or RTF.
