Edit explorers right click context

Hi all

Does anyone know if its possible to edit explorers right click context
menu?
The one with 'arrange icons by refresh undo move etc.
I would like to be able to add shut-down to this menu if possible.

Only be writing a program. The background menu only supports context menu extensions.
