Easiest way to copy and paste a file attachment to a new email?

What is the easiest way to copy and paste a file attachment to a new email?
I tried to copy the file and paste it into a new email and that didn't work.

Either drag the attachment into a new email message and drop it or drag it
into the Inbox which will create a new email message with the file already
attached.
