E-Mail Sends From Home, but Not From Work

When I am working from home, I have no problem sending and receiving e-mails. However, when I am working on the road, Outlook will not send my e-mails. I can receive them with no problem. My e-mail is hosted by Road Runner. After calling their tech support, they had no answers for me. I was hoping I would be able to get some suggestions here.
