dvd decoder pop up

i recently installed xp on my toshiba laptop. (came with ME) apparently the install affected my dvd drive (it is unable to read dvds) . i am now receiving pop ups about my dvd decoder needing upgrade. is this just advertising or do i really need a decoder? ..and are there free downloads or am i stuck with buying one?

1. Open XP's "Help and Support"
2. Type DVD in the search box, hit enter.
3. Click on "DVD Troubleshooter".
4. You probably need a new DVD decoder.

It should be printed in BIG letters on the Windows Upgrade CD packaging: Do
Not Use This CD To Upgrade A Previous Version Of Windows Until You Run The
Upgrade Advisor, which is on the Upgrade CD. The Upgrade Advisor analyzes
your system and finds what software and hardware would have to be upgraded
to be Windows XP compatible. Had you run the Upgrade Advisor, you would
have known before hand that your DVD software isn't Windows XP compatible.
If you liked the software that you were using, go the company's web site and
see if there's a Windows XP compatible upgrade. If you want other
alternatives, search this news group on Google for applicable posts, use key
words and/or phrases for your situation.

Installing XP uninstalls any codecs used for DVD movies, and you get
that message. You would need to go look in order to get one compatible
with XP's version of Windows Media Player. OTOH if your machine
originally came with a DVD movie playing program, like PowerDVD, then it
is worth reinstalling that from its CD - I found PowerDVD 3.5 continued
to work quite happily
