Dual Windows XP Pro Operating Systems.....

I am running a Chinese version of Windows XP Pro on my computer.
Can I safely install a second English version of same on another hard drive
and run both without any conflicts in their respective languages?

Yes you can, as long as do not choose upgrade.

Boot your PC from the XP english CD and install on a separate hard disk /
partition.

Certainly, just be careful to install it on a separate volume (partition) or
hard drive, do not intermingle them on the same one.

Running it in the same partition is likely to cause problems. It's better
to make a new partition with a program like BootitNG
(http://www.bootitng.com/) and install it there.
