DSA operation is unable to proceed because of a DNS lookup failure

I am currently having replication issues with my two servers. One server is an exchange server and the other SQL. Both server are Windows 2000 Server Standard. Both servers are setup for AD Integrated DNS. When I attempt to replicate (force) I get a long error message "DSA operation is unable to proceed because of a DNS lookup failure", this only being the important part.

ive checked all dns settings
the dns settings are correct, server pointing to itself, etc

Please help.

Before we can begin to diagnose the problem we need to see an ipconfig /all
from both DCs.
