drop down list help needed

I have as follows:
Names Week1 Week2 Week3

Name1 Notice Caution Congrats
Name2 Congrats Caution Notice

How do I create a drop down list so that only the names who got a Notice in
the 1st week show up in that list? Than I need the SAME list to show the
names in the 2nd week (maybe different than the 1st week and may not include
the same names) that got a notice. I know I need to link depending on week #
but that's as far as I can take it. Thanks in advance.

How do I get it to work if the list is this way?
