Dragging Icons to task bar?

I recently reloaded my computer. I'm now trying to drag an icon from the
desktop to the task bar. When I put in on the task bar I get a
"notification" Circle with a line thru it. A "You Can't Do This"

I was able to do this prior to reloading my computer. What Do I need to
change?

I think you want the Quick Launch section of the Taskbar. To activate it,
Right click on the Taskbar, select Toolbars, click on Quick Launch. Now you
will be able to drag shortcut icons to the Quick Launch section of the
Taskbar. When you have the Quick Launch the way you like it, you may want
to go back and right click on the Taskbar and select Lock the Taskbar.

You can *not* (and never could) put a shortcut icon on the Task Bar.
What you can do is put a shortcut icon on the Quick Launch Bar.

Although the Quick launch Bar, by default, resides *on* the Task Bar,
it is a separate toolbar, is not part of the Task Bar, and doesn't
have to be on the Task Bar at all. You can drag it off the Task Bar
and dock it on any other side of the screen you prefer. One
configuration I personally like is having the Task Bar at the bottom
of the screen and the Quick Launch bar on the left side.

You also don't have to have a Quick Launch Bar at all. Perhaps in your
case, it isn't there. Make sure that it's there by right-clicking on
the Task Bar, choosing Toolbars, and checking Quick Launch.

Is the task bar locked? Right click an open area on the task bar and
check; unlock it if it is.
