Drag and Drop Hyperlink Field

MS Access 2003:

I have fields to drag-n-drop files into to create an hyperlink to them. On
occasion the drag-n-drop functionality does not work and a
"no-dragging-n-dropping" allowed symbol (O with a slash through it) appears
over the field. Sometimes refreshing the data or closing and re-opening the
form will fix the issue but it does not appear to be consistent.

Is there a permanent fix?
