draft email to be approved and send

I hope someone can throw some light on this.
The PA to our Gen Manager has asked if at all possible to do teh following:-
She composes an email and sends it to the GM for his review. He may amend
teh email and then send it to the receipients.
At teh moment he has to amend; cut and paste and compose a new email to be
send to teh recpients.
What the PA would like to do is to have the meail ready for him with all teh
fields such as To: Cc: Subj etc;
all he has to do is review and if any changes required; makes teh changes
and clicks SEND button; Hence minimising his work;
It is as if he had composed the Draft and then he is ready to Send it.

Hope this clear enough; but any feedback is appreciated;

Possibly via a Custom form that performs actions similar to what the GM
would do with a click of a button. similarly, a button might be included to
reject the email and return it to whomever submitted it.

The Outlook forms group or Outlook programming references are you best place
to start looking.
