DPMS keeps turning my TV on!

I have a rather unusual issue with my Vista PC. Everytime I turn off my
display it turns itself back on.

Setup:
Motherboard - Intel DG965OT
Operating System - Vista Home Premium
TV Tuner - ATI TV Wonder 650
Video Card - Asus EN7300LE 256Mb
Display - Viewsonic N3260W connected via HDMI

Troubleshooting:
If I disconnect the HDMI cable the TV will stay off.
If I turn off the PC then the TV, the TV will stay off.
If I wait for the Vista power setings to turn the monitor off and then turn
the TV off it will stay off.
I connected my WinXP maching via HDMI and the TV will stay off without issue.
However, as long as there is an active signal from my Vista PC going to my
TV it keeps turning itself on. When I try to turn the TV off, it shuts down
for about 5 seconds, the LED shows red meaning DPMS (Display Power Management
Signalling) is active, and then it comes back on.

I have been troubleshooting this for a couple days now (as time has allowed)
and I'm quite thoroughly baffled. Has anyone else come across a similar
issue?

In addition to setting the Vista power options properly, I think you also
need to select the proper options in BIOS. I found a handy reference on the
Internet that shows a typical BIOS for such settings (your BIOS may look
different), but the idea is the same:

DPMS: Select this option if your monitor supports the DPMS standard for
monitor power management. This is the preferred and usual default setting;
most modern monitors do support DPMS.

V/H Sync+Blank: Selecting this option causes the video card to shut down
the vertical and horizontal sync signals to the monitor, as well as sending
blank data to the monitor.

Blank Screen: This option causes the monitor to be blanked only.

Did you forget to check the BIOS? Let us know whether this does anything.

Thanks for the rapid response Freddy.

Sadly my motherboard BIOS does not have a DPMS option for me to change, and
I have the latest version.

I have set my power options to turn the monitor signal off after 1 min of
inactivity, and the TV enters standby mode about 30 seconds after which is
alright for now, but I still want to find the proper solution.

Perhaps the issue is with the video card and not Vista at all.

Perhaps you already have the proper solution. What's wrong with it? If you
BIOS has no DPMS, use one of the other options. There is nothing wrong with
trying different settings. If you want to look into this further, the
