downloading the full program get error creating process

I am trying to download the full ie 6 using this link,
I have placed the file to a folder C:\downloads\ie6\
then I do as they say

C:\Downloads\ie6\ie6setup.exe /c:"ieXwzd.exe /d /s:""#E"

I get error creating process, <iexwzd.exe/d/s:"C:\Downloads\ie6\ie6setup.exe
. Reason: The system cannot find the file specified.

I tried a few different ways and can't get it to work?

Don't bother. WinXP comes with IE6 installed by default and from your
headers I'd imagine you've installed all available updates. IE6-SP1(a)
should not be installed on machines running WinXP. Instead, install
WinXP-SP1(a) which includes IE6-SP1(a).

You *may* be able to download-only IE6-SP1 via Windows Update Catalogue.
