You don't provide any details so that we can help you, but I'm going to
guess that you are trying to download to a virtual directory like "My
Documents". My Documents doesn't exist in Windows Vista - it, and the
other "locations" in Documents and Settings are virtual junction points
there only for backwards compatibility. Try downloading to
C:\Users\your-user-name\Downloads.

If this doesn't help or isn't applicable, please post back with a better
description of exactly where you are trying to download/run programs
from. This means including the full path. Also include whether this is a
new problem or if it always existed. If a new problem, answer The First
Question Of Troubleshooting: what changed between the time things worked
and the time they didn't?

Be sure you're not trying to download to one of the junction "folders" that
are only there to redirect traffic and are not real folders like Malke said.
If this is not the problem, see these tutorials which discuss
install/uninstall problems and your Repair Vista Options. This problem can
also occur if you do not have Ownership and Full Control permissions of the
folder you're downloading to.
