DOWNLOAD DATABASE INTERFACE WIZARD

When I want to create a new web site in the template I do not see the
Database Interface Wizard. Is there any place to download it?

You can't download it. It's part of FrontPage. Choose File, New and on the
task pane under New Web Site (NOT New Page), choose More Web Site Templates
and you'll see it.

In addition to Dave's comments, you will need some configuration:
Tools->Page Options - Authoring tag

Tick the boxes:
Browse Time web components
Author time web components
VBScript
Active Server Pages

The Problem is that I do not see there you have specified. for example I can
see "Discussion Web Sites" "Empty Web Site" but not the Database Interface
Wizard. So that's why I m asking to download it from somewhere. Am I missing
something? Can I found somewhere else the wizard?
