I'm having the same problem mentioned in this posting:

I'm reposting because there was no solution posted. I have a few more
details:
IE7 on WXP
Context menu for IE icon is missing the first two selections (Open Home
Page, Start Without Add-ons), the next one is Create Shortcut, thus, this is
why when double clicking it, it creates a shortcut, that's default action
because that's the first in the list.
Uninstalling/Reinstalling doesn't work.
Not profile dependant
Uninstalling down to IE6 does work, but that's not a solution
Also receive "The specified procedure could not be found" when putting in an
address to the bar in Windows Explorer. It should call IE7 and pass the
address, but it doesn't.
Receive "the filename, directory name, or volume label syntax is incorrect"
if an Http address is passed at the run line. Similar to postings on
clicking start/Run and it creating a shortcut instead of opening the dialog
box, I don't think there was a solution for that either.
Searched the registry to try to find where context menu items are defined,
"open home page" and "start without add-ons" were not found.
There is no "repair install" for IE7 that I can see, just reinstalling
(which involves uninstalling)
I had the beta of IE7 on this machine prior to having IE7 final.
