You need to transfer the roles.

So you have one domain controller and you want to replace it with a second
DC and remove the first one from the network?

Make sure that the second DC is a Global Catalogue server.
It should also host any networking services like DNS, WINS, DHCP etc. that
might have existed on the first DC. If your clients were using the first DC
as a DNS server you will have to configure the clients accordingly to use
the new server.
Transfer all FSMO roles to the second server before shutting down the first
one.
When you are ready to remove the first DC from the network, don't just shut
it down. Before you do this you must dcpromo it down to a member server,
then you can turn it off.
