Domain Administrator Locked out

Dear All,
My domain controller is on win2k server with SP 4 and
exc2k SP3 is also reside on this server.I have a problem
with domain administrator account.it is locked out after
sometime.But if i try to athenticate domain administrator
it authenticated successfully.like if i want to login a
member server with domain administrator account it will
login even if administrator is locked out.
Quick reply will be really appreciated

Run passprop.exe (from Windows 2000 Resource Kit) for successful lock out of
the built-in Administrator account.

First of all i did't get passprog toll in window 2000
server
second is i can unlock account through active directory
but after sometimes its again locked out
I have two domain controller on different sites
account is locked out of both domains
