Does XP Home Edition have a command similar to secpol.msc

I have to set my minimum password length to 6 characters.
IN XP Pro I would use secpol.msc, in the home edition
this command does not work. Any other method I can used
to do this.

I have added the IPSEC security policy, but now how do i change the password length requirement as originally asked?
