does MS03-049 w2k patch affect tcp/ip stack ?

Hi,

I'm trying to find out whether the MS03-049 Workstation
service buffer overflow fix, changes/alters the tcp/ip
stack.

We've installed this on a VoIP Solution and seen some
interesting problems, with ip phones. Cisco suggest it
maybe this patch.

Any suggestions or comments welcomed.
