Do site links affect client logon?

While site links control the replication topology do they also affect
the site choice for domain login?

Example given domain with sites A, B and C.A has a low cost route to
B.
Windows XP client logs on in site A, the DC is down, does it try to
logon to B as preference(due to the priority site link) or will it
randomly try B or C as alternates?
