"Do not deliver before" option not working

I have a user that stated that she had set up an e-mail to not be delivered
before 6/19 at 1PM. She was going to be out of the office, but wanted to
make sure that the e-mail went out. So, she sent it, and it sat in her
Outbox waiting. The user just called today (6/23) to report that it still
had not sent yet. Any ideas of how to fix this problem and prevent future
occurrences? FYI, we are not using cached exchange mode.

I have no solution; am struggling with the same problem under the same
conditions (not cached). Found no help inthe knowledge base and would love to
see an answer here.
