Do I need to reinstall Windows XP?

Hi, I'm a newbie here and it's nice to know that there's help out there!
So thanks to anyone who offers support.

As far as my problem is concerned, I am (or was) operating on WinXP
SP2. I just installed SP2 this morning and that is when the problem
began. The installation was interrupted and I was told to remove SP2
from the HD. When I closed the window telling me to remove SP2, the
installation completed anyway. So I thought I was good. I went on to
download IE 7.0 which I have alreay installed on 2 other systems. After
installation was complete, I restarted the computer. When my computer
started up again, taking much longer than usual, I could see my
wallpaper but no icons. I got a window saying "Windows Explorer has
encountered a problem and needs to close. Sorry for the
inconvenience"...blah, blah, blah.

The error details read:
AppName: explorer.exe Appver: 6.0.2800.1106 ModName: kernel32.dll
ModVer: 5.1.2600.1869 Offset: 0000cf31

I have attempted the following with hope to restore the system:

I have tried restarting several times. I get the same error

I have attempted to start in SAFE MODE. I get the same error

If anyone can offer advice I would be very grateful!!!

Hi rebecca,

Windows XP SP2 comes with Internet Explorer 6. If you installed Internet Explorer 7 before you installed SP2, you will have problems.

Reinstall Windows XP and use the Windows XP Cd to reformat and reinstall.

Procedure to Reinstall Windows XP!

If you want to save any files, make a backup of those files off the Hard Drive and proceed.

0. - Turn off the printer.
1. - Go into Computer Bios and Set Defaults and Exit, if you know how.
Make sure the Boot Order is set to Boot to CD-Rom Drive First.
2. - Insert Windows XP CD into CD-Rom Drive.
3. - Reboot the computer.

Note: If Windows XP is installed, working okay, you will need to Press a key to boot from the Windows XP CD.
If you are using an Upgrade CD, and the computer boots directly from the CD, you will need to furnish a qualifying previous version of a Windows operating system's Installation CD, in order to install Windows XP from an Upgrade CD.

4. - Welcome to Setup.
5. - Reinstall XP - Press Enter
6. - F8 - I Agree
7. - Esc: Don't Repair
8. - Select Partition to Install Windows XP on.
Use UP and DOWN ARROW Keys to Highlight Partition.
9. - Press Enter.
10. - Press C to Continue.
11. - Highlight the Action You Want To Take.
Type of Format you want to perform.
12. - I selected Format The Partition using the Fat File System.
13. - Then Press Enter to Continue
14. - Warning Message
15. - Press F
16. - To Continue To Format Partition with the FAT32 File System.
17. - Press Enter.
18. - Now it formats.
19. - After Formatting It Checks The Drive.
20. - Then Copies files to partition.
21. - Now it Reboots to Windows XP. Don't press a key to boot to CD.
22. - And now it installs Windows XP.
23. - You need to be here now.
24. - Starts at 39 Minutes to Complete.
25. - At 33 minutes, you need to set Time and Time Zone.
26. - And Enter The Product Key.
27. - At 29 minutes, you need to pick the Network.
28. - Now wait for Reboot and you are done.

Thanks for your reply, creator. Actually, I installed SP2 before
installing IE 7.0, but I believe the damage was done when SP2 install
was interrupted.

Nevertheless, I'm not sure how to get into the BIOS.

I do have a reinstallation cd which I inserted into the d: drive. I
rebooted and it does not autorun. I also tried to run it from the task
manager and I get this error:

Windows cannot access the specified device, path or file. You may not
have the appropriate permissions to access the item.

Any suggestions?

Hi Rebecca,

If it doesn't Autorun, it is because the CD-Rom Drive is not listed before the Hard drive in the Boot Order. What is your Computer's Brand and Model Number. If Custom-built, what is the Motherboard's Manufacturer and the Model Number of the board, in order to Identify it. Purpose: Tell you how to access BIOS. You need to change the Boot Order.

First off, I hope you have all your important files backed up.
While there are a number of ways to recover data from a system
that won't boot into Windows, none are foolproof. That said,
here are a few things you can try.

If you hit the Ctrl + Alt + Del keys together, does Task
Manager come up?
If it does, you might want to try the following:

In Task Manager, click on File at the top and select New Task
from the menu.
Enter the following in the Open box.

%SystemRoot%\System32\restore\rstrui.exe

Click OK.
This should bring up System Restore.
Hit the Next button at the bottom.
Look on the calendar for a restore point created when you
installed SP2.
Select that restore point and hit the Next button.
Follow the directions to restore your computer to the state it
was in before installing SP2.

Here's a web site with more info on System Restore:

How to use System Restore

If that does not work, your next step may be to perform a
repair installation. Take a look at this article for more info
on that procedure:

Good luck

Hi rebecca,

When the Computer first boots, hit the F2 key for the Computer Setup Utility.
