do I need a dvd drive before I can watch dvd movies or vcd movies

do I need a dvd drive before I can watch dvd movies or vcd movies or can I
just download a software that translates that information for my computer?

A perfectly logical question really. I recall way back when we had to
put in mpeg cards for folks to view mpeg movies, as I recall assuming my
memory is serving me. Then, if you had the right cpu and ram, there was
software that "emulated" the mpeg decoder card, but would only work in a
fast machine. However, I dont believe the same exists for DVD movies. I
believe you need to have a DVD player. Or a combo drive. They're not
that expensive.

Most, if not all, CD Drives these days will play DVDs. 'DVD Drives' are DVD
burners and you don't need a burner to play movies.

Wrong answer. Unless it is a DVD-capable drive, it will not read a DVD. Many
read-only drives nowadays are DVD/CD capable, but you cannot read a DVD with
a CD-only drive. A DVD drive is one that can play DVD disks, a DVD burner is
one that will create them.
