DNS Server or workstation?

The primary DNS server is Windows server 2003 and the secondary is Windows Server 2000. The problem is when the primary DNS server is unavailable the workstation (XP Professional) is not failing over to the secondary DNS server. Any help will be appreciated.

What app is not failing over? Are you using nslookup, dig or other to
verify this?

nslookup has it's own method of resolution. Try specifyin the -d2 option to
see each hit.

Also suggest to try it with ping or even with WIlliam's NetDig, found at
www.mvptools.org.
