DNS/Registry Problems - (same as parent folder)- error: No DNS server configured for local system

I thought I was just having a simple dynamic update issue, however it looks
like it may be a combination of that with some incorrect registry settings
thanks to a previous admin. Currently I am having a problem with my domain
controllers registering themselves as (same as parent folder) in my AD
integrated DNS. I would like to stop this. I went into the registry to
server\hklm\system\currentcontrolset\services\tcpip\parameters\interfaces
and changed disabledynamicupdate from 0 to 1. This did nothing. I did a
little digging around and I noticed that
server\hklm\system\currentcontrolset\services\netlogon\paramaters has a
value of DnsUpdateOnAllAdapters set to 1 (dword). If I set this to 0 the
server no longer appears as (same as parent folder) in DNS which is great.
However I get an error in my System log that says:
Event ID 5782 Source: NETLOGON
Dynamic registration or deregistration of one or more DNS records failed
with the following error: No DNS servers configured for local system.

It is a DNS server? How can one not be configured for the system? Can anyone
help me on this?
Native 2000 sp4 domain. AD integrated DNS.
