Display properties missing...please help

In Windows XP whenever I login, the wallpaper is there
until all the programs load, then it just turns white.
If I drag the taskbar all the way to the bottom of the
screen I can see where the wallpaper is behind the
takbar. Whenever I logoff, right before it goes to the
welcome screen (after everything shuts down) the white
disappears and I can see the wallpaper. Also to note,
when I right-click on the desktop and select properties,
the properties box comes up, but it says under a General
tab, "not available". Under that, there's an Address
info that says "file://C:\WINDOWS\Web\desktop.html".
I've already tried changing the wallpaper, starting in
safe mode, changing the display settings, scanned for
spyware, viruses, closing every other program that's
running. Everything else on the system runs fine. I
think it has something to do with the properties
problem. Thanks for your time.

Once again go to Display Properties, Desktop tab, Customize Desktop
button, Desktop Items, then the Web tab, uncheck the box next to My
Current Home Page.

Question what was the last thing you installed.
Could be a corrupted active desk top.
Could be a corrupted video driver but first let restore some defaults.

Trouble shooting exercise:

if you had some success in safe mode adjusting your wallpaper then goto safe mode. click Display icon in the control panel.
where you have the themes select the Windows XP Theme,
Select no wallpaper (None)
Select no Sceen Saver (None)

Reboot system and see if that works...

Let me know how this turns out.
I'll have additional steps if needed...

Q's solution is a great first start....from the Web Tab > uncheck all web pages in the list.
