Display corrupt after XP Home SP2 install

The display is corrupt after installing SP2. I have tried
reinstalling/repairing and even a fresh install on a new partition, all with
the same result. The display is corrupted to the point of being completely
unreadable.

I have tried resetting the various monitor and adapter settings (from
memory) with little success. After reading a suggestion on this board, I have
uninstalled all the video drivers but after rebooting the system restores the
default before I can interrupt it.

Safe mode works - good thing. Rebooting in VGA mode results in a corrupted
display as well.

The adapter card is an ATI RADEON 7000 which the vendor states supports XP,
but there is little to no information about corrupted displays on their
website. The monitor is a Samsung 17" and is fine in safe mode, so I suspect
it is a driver error. I'm just about ready to give up on the adapter and
upgrade to a newer one, and I thought I give it one more shot.

Any ideas?
