Display background unresponceive

I have a problem with the display background and themes page. The themes
entries are grayed out and the vertical and horizonal sliders do not move.
The brouse button doesn't work and in fact the only two items that do work
on the window are the background color button and the customize desktop
button. Any one have an answer or idea, it's greatly appreciated. bb
