Display and start menu

Windows XP Home, sp2

I have a problem with one user making changes to the display settings, that
then reflect across to all the other users settings. How do i keep each users
start menu and display sttings independent of each other

Display settings are machine-specific, Windows does not store separate
settings for the users.
The Start Menu can be arranged for users: use the C:\DOCUMENTS AND
SETTINGS\{username}\START MENU folder and its subfolders for to store
private items. Put items that should be available to all users under
C:\DOCUMENTS AND SETTINGS\ALL USERS\START MENU.
