display 00:00 for midnight instead of displaying blank cell

In calculating time the user enters start and stop time in
a 24hr format. However, when the user enters either 00:00
or 12 pm for midnight, the cell displays nothing but if I
click the cell it shows the value enter in the formula
bar.

How do i get my spreadsheet to display 00:00 when it is
enter in the cell instead of a blank cell? I have the
cell formated to hh:mm.
